
Terms and Conditions of Use

These Terms and Conditions of Use ("Terms") govern all access to, and use of the facilities, services, website, and premises managed by CCA, the fixed-base operator (FBO) for KVHN, located in Van Horn, Texas. By accessing the CCA website (the “Site”), using CCA’s services (the “Services”), or entering KVHN property, the user (“User”) expressly agrees to be legally bound by these Terms. Users who do not consent to these Terms in their entirety are prohibited from accessing the Site, utilizing the Services, or entering the Airport premises.
Scope and Application
These Terms and Conditions govern all interactions with CCA, including but not limited to the use of KVHN, any on-site services provided by CCA, and CCA’s official online platforms.
By landing an aircraft at KVHN, requesting fuel, occupying apron or hangar space, or otherwise utilizing any part of the Airport or its services, the User is deemed to have accepted these Terms in full, whether a written agreement has been executed. This applies to all operators, passengers, crew, agents, contractors, vendors, and visitors who access CCA-managed property. These Terms apply to:
All visits to the CCA-managed portions of KVHN, whether for aviation, ground transport, business, or visitation purposes.
Use of CCA’s website, systems, and online platforms.
Engagement with on-site services including fueling, aircraft handling, hangar access, apron use, and concierge coordination.
All contractual, incidental, or ancillary activities occurring on KVHN property facilitated by CCA.
CCA operates in full compliance with FAA regulations, Texas Department of Transportation Aviation Division policies, and Culberson County directives. Users must comply with all federal, state, and local laws as well as with any airport-specific rules, NOTAMs, directives, or protocols issued by CCA. Continued access or usage constitutes acceptance of these Terms, including any modifications or future updates thereof.
User Eligibility and Affirmations
By landing at KVHN, taxiing onto airport aprons, entering any area managed by CCA, or requesting, accepting, or utilizing any of CCA’s services or facilities—whether in person, by radio, digitally, or through a third party—the User is deemed to have accepted these Terms and Conditions in full. This acceptance constitutes a binding acknowledgment of eligibility, obligations, and risk assumption under the conditions set forth herein. The User expressly affirms, represents, and warrants that:
They are at least eighteen (18) years of age or the legal age of majority in their jurisdiction and possess the requisite legal authority to bind themselves or the entity they represent to these Terms.
They are either a certificated pilot, an FAA-authorized representative, a duly appointed aircraft operator or owner, or an expressly designated agent acting on behalf of an applicable air carrier, charter client, or aviation-related entity.
They are authorized to request services, access facilities, and otherwise act in connection with the aircraft, operation, or aviation activity for which access to CCA’s services is sought.
All documentation, certifications, and identification provided by the User are valid, true, complete, and not misleading in any material respect.
The aircraft, flight operations, cargo, and personnel under their purview fully comply with all applicable FAA regulations, TSA security directives, DOT or Customs regulations, international air traffic requirements, and other federal, state, or local mandates as may apply.
Users understand and agree that any misrepresentation, omission, falsification, or failure to adhere to applicable legal or regulatory standards constitutes a material breach of these Terms and may result in immediate denial of services, removal from CCA-managed premises, and referral to appropriate governmental or regulatory bodies.
CCA reserves the right to request supporting credentials, identification, certifications, insurance documentation, or other verifying information at any time to confirm User eligibility and lawful operation. Failure to provide satisfactory evidence upon request shall constitute grounds for denial of access or services without further notice.
CCA also reserves the right, at its sole discretion, to limit or restrict services to Users previously suspended, ejected, or reported for violations of airport safety standards, customer conduct expectations, or regulatory compliance protocols.
Authority to Restrict Access and Service
CCA reserves the exclusive and unilateral authority to manage, limit, or revoke access to any portion of the KVHN, both physical and digital, at any time and for any reason, including but not limited to safety, operational necessity, regulatory compliance, or contractual default. This includes the authority to:
Grant, restrict, condition, suspend, or terminate access to CCA-controlled airport areas, hangars, aprons, ramps, and services.
Impose temporary or permanent restrictions based on maintenance, security advisories, hazardous conditions, or weather alerts.
Deny services to Users with delinquent accounts, those in violation of these Terms, or individuals engaged in disruptive, unsafe, or unlawful conduct.
KVHN is a controlled, public/semi-private use aviation facility operated for lawful and authorized aviation activities only. Recreational use, loitering, unpermitted gatherings, drone flights, vehicle cruising, unauthorized filming, and non-aviation-related events or solicitations are strictly prohibited. CCA and its personnel are authorized to remove or detain individuals found trespassing or violating airport restrictions, with the support of private security and local law enforcement if required.
Users acknowledge that use of the airport does not create any leasehold, license, property interest, or entitlement. All privileges to access or operate at KVHN are conditional, revocable, and subject to the discretion of CCA in accordance with applicable local, state, and federal law.
Any person or entity found in violation of this section may be subject to immediate ejection from the premises, permanent denial of future access, and referral for civil or criminal enforcement. By entering the premises or requesting service, Users agree to comply with all security directives, signage, safety instructions, and orders of CCA personnel.
Use of Airport Facilities
Users are granted limited, conditional, non-transferable, and revocable access to the operational and non-operational areas of KVHN strictly for aeronautical purposes or those directly incidental thereto. All facility use must comply with federal, state, and local statutes; applicable FAA regulatory requirements; published NOTAMs; airport layout plans; and all CCA policies, procedures, and directives. CCA also enforces compliance with Culberson County ordinances and any grant assurances binding upon the Airport by virtue of public funding or federal obligation.
This access confers no leasehold, tenancy, easement, property interest, or entitlement to continued use of KVHN infrastructure. Use of the Airport shall not establish any vested or equitable right in any person or entity. CCA retains full operational authority and may restrict, limit, condition, suspend, or revoke access at any time, with or without cause, for reasons including—but not limited to—airport safety, airfield operations, national security interest, user conduct, or regulatory noncompliance.
Users shall:
Operate aircraft, vehicles, and associated equipment in strict accordance with all applicable FAA regulations, including FAR Part 91, FAR Part 139 (if applicable), ATC directives, published NOTAMs, and FAA-approved airport layout and safety area protocols.
Adhere to all CCA-issued operational procedures and airport rules, including but not limited to apron management, hangar access restrictions, aircraft positioning, refueling protocols, de-icing activity, and movement within air operations areas (AOA).
Maintain situational awareness and yield the right-of-way to CCA personnel, emergency responders, or line service staff performing operational duties.
Immediately obey instructions issued by airport management, on-duty CCA representatives, or authorized law enforcement and fire safety personnel operating under mutual aid agreements or emergency powers.
Ensure that temporary or non-aeronautical ground vehicles display proper permits, airport-specific placards, and supplemental safety lighting as determined necessary by CCA, and do not obstruct any aircraft movement, fire lanes, fueling stations, or restricted access routes.
Prohibited actions include, but are not limited to:
Entering or crossing runways, taxiways, or aircraft movement areas without an authorized escort or ATC clearance, where applicable.
Blocking or impeding emergency access routes, hangar entries, fuel farm gates, or designated staging areas.
Unauthorized parking, storage, or staging of personal vehicles, freight, materials, containers, or commercial inventory in airside or landside zones.
Conducting commercial photography, filming, video production, vlogging, blogging, livestreaming, or any monetized media activity—whether for promotional, cinematic, journalistic, or documentary purposes—without the express prior written consent of CCA and Culberson County.
Engaging in recreational, entertainment-based, or non-aeronautical commercial activity on KVHN premises, unless expressly permitted by a formal license, lease agreement, or special access waiver granted by CCA.
Unauthorized media activity shall constitute a material breach of these Terms and may result in removal from the premises, denial of future access, confiscation of recording equipment, and potential civil penalties or criminal prosecution, depending on the nature and intent of the violation.
Any damage to airport infrastructure—including but not limited to signage, pavement markings, runway lighting systems, or security fencing—caused by the User shall be repaired or remediated solely at the User’s expense. CCA reserves the right to invoice the responsible party for all labor, materials, and operational losses resulting from such damage. Non-payment may result in suspension of services or future denial of use privileges.
In accordance with TSA protocols, Homeland Security guidelines, and FAA Grant Assurance enforcement rights, CCA and authorized personnel reserve the right to inspect any vehicle, equipment, cargo container, or aircraft located on KVHN property at any time for reasons of public safety, national security, or regulatory compliance. Any refusal to cooperate with a lawful inspection may result in immediate removal, referral to law enforcement, and permanent revocation of airport access rights.
All use of Culberson County Airport facilities must be consistent with the public interest, the safe and secure functioning of KVHN as a federally integrated public-use airport, and the preservation of aviation infrastructure for present and future aeronautical activity. CCA retains sole discretion to determine what constitutes appropriate or inappropriate use, and such determinations shall be final, binding, and not subject to appeal.
Security and Confidentiality of Access Information
All Users accessing CCA’s digital platforms, web portals, operational systems, or communication interfaces (collectively, “CCA Systems”) are required to safeguard all authentication credentials, passwords, access tokens, and identifying data (collectively, “Access Credentials”) issued or used in connection with those systems. This responsibility includes maintaining the confidentiality, security, and proper use of such credentials at all times.
Access Credentials are issued on a per-user basis and may only be used by the individual or business entity to which they are assigned. Under no circumstances may such credentials be shared, transferred, sublicensed, or disclosed to third parties, including employees, agents, subcontractors, or affiliated personnel, without the express prior written consent of CCA. Users must adopt commercially reasonable safeguards—such as encrypted connections, secure networks, antivirus software, and multifactor authentication—to prevent unauthorized access.
No User may attempt to bypass or manipulate security features, monitoring systems, or access controls embedded in CCA Systems. Prohibited activities include phishing, scraping, deploying malware, or engaging in any behavior that threatens the integrity or operability of CCA’s digital infrastructure. In the event of a known or suspected compromise—such as a data breach, unauthorized access, or credential misuse—Users are required to notify CCA immediately to mitigate further damage and initiate remediation.
Users are expressly prohibited from accessing or attempting to access restricted administrative interfaces, proprietary modules, or system backends unless they have received prior written authorization from CCA. Any unauthorized attempt to penetrate restricted areas of CCA Systems constitutes a material breach of these Terms and may trigger disciplinary, civil, or legal consequences.
CCA retains the right to audit access logs, monitor digital activity, and perform security diagnostics to ensure compliance and detect fraud. If an account or set of credentials is determined to have been compromised, misused, or left inactive, CCA may suspend, restrict, or permanently terminate access without notice. CCA also reserves the right to deny reinstatement of previously suspended accounts unless the User demonstrates that proper remediation has occurred. In cases of willful misconduct, cyber intrusion, or systemic abuse, CCA may initiate civil litigation or criminal referral in accordance with applicable law.
CCA adheres to internal cybersecurity protocols aligned with industry standards, including SSL encryption, network segmentation, data redundancy measures, and endpoint threat detection. While CCA takes commercially reasonable precautions to secure its systems, Users acknowledge that no network is immune from external threats and that CCA disclaims liability for breaches or disruptions caused by factors outside its control.
All activities undertaken through CCA Systems are deemed to be the actions of the registered account holder and are legally attributable to that individual or entity. The obligations and responsibilities enumerated in this Section survive the termination of User access and remain binding for the duration of any residual data access or legacy system exposure.
Minimum Insurance Requirements
All transient aircraft operators accessing KVHN for any reason—including general aviation arrivals, charter services, air taxi operations, aerial surveying, or emergency response—are required to maintain, at their own expense and without lapse, specific insurance coverage levels during the entirety of their operations at or presence on the Airport premises.
Each aircraft must be insured under a valid Aircraft Liability Insurance policy that provides no less than $1,000,000 in coverage per occurrence. This insurance must account for both bodily injury and property damage, with no sublimit applicable to passenger liability. Coverage must remain continuously in effect during both ground handling and active flight operations conducted at or in relation to KVHN.
Operators engaged in compensated or commercial activities—including but not limited to charter flights, aerial work, or other business-related missions—are further required to carry General Commercial Liability Insurance with minimum limits of $1,000,000 per occurrence. This policy must encompass premises liability and extend protection for personal injury and third-party property damage arising from on-airport activities.
Users who lease or occupy hangar space or utilize designated aircraft storage areas under CCA’s control are obligated to maintain Hangar Keeper’s Liability coverage in an amount not less than $500,000 per occurrence. This insurance must protect against damage to non-owned aircraft while such aircraft are in the User’s care, custody, or control, regardless of whether the damage occurs during movement, maintenance, storage, or ground handling.
CCA retains the unilateral right to request heightened or specialized insurance policies for operators involved in activities that may pose elevated risk to airport safety, infrastructure, or public interest. This includes, but is not limited to, flight demonstrations, oversized aircraft operations, the transport of hazardous materials, or participation in community-facing events. CCA may conduct periodic audits of insurance compliance and reserves full discretion to deny access or revoke operational privileges to any User whose insurance is found to be non-compliant, expired, underinsured, or otherwise deficient relative to the requirements outlined in this Section or any supplemental directives issued by CCA.
Fuel Sales, Liability Disclaimer, Assumption of Risk, and Force Majeure
All fueling operations conducted at KVHN shall be performed exclusively by trained and certified line service technicians who are either employed or expressly authorized by CCA. Under no circumstances shall any User engage in self-service fueling. The airport offers Jet-A and 100LL Avgas, which are dispensed strictly in accordance with FAA safety mandates, ATA Specification 103 protocols, and all relevant federal, state, and local fuel handling regulations.
Users expressly acknowledge and assume all risks associated with aircraft fueling. These risks include, but are not limited to, static discharge ignition, fuel overfilling, spillage, nozzle misalignment, cross-contamination, and equipment failure. Fueling operations inherently involve hazardous materials, and it is incumbent upon each User to treat the process with the appropriate level of caution and diligence.
Prior to fueling, the User must affirm that the fueling port is clearly placarded and free from obstruction, and that the aircraft’s fuel system is correctly labeled in accordance with the manufacturer’s specifications. Fuel requests must be made accurately, reflecting the proper grade and volume. These requests shall be considered binding and made voluntarily by an appropriately authorized operator. The User bears full responsibility for verifying the type and amount of fuel delivered and for ensuring that fuel caps and receptacles are properly secured both before and after fueling. CCA disclaims any obligation to inspect or verify the aircraft’s fuel system, fittings, or receptacles beyond what is required under standard operating procedures.
Fueling services are provided strictly “as is” and “as available,” without any warranties, whether express or implied. CCA makes no representations as to the merchantability or fitness of the fuel for any particular purpose, and Users agree that reliance upon the fuel dispensed is undertaken solely at their own risk. Fueling shall not begin unless the aircraft is secured with wheel chocks, grounded properly, parking brakes engaged, and passengers fully disembarked. Fueling must be visually confirmed and expressly authorized by an on-duty CCA line technician prior to commencement.
CCA reserves the right to suspend, postpone, or refuse fueling services for reasons including adverse weather, equipment malfunction, operational constraints, or User noncompliance with safety protocols. CCA personnel may also decline service if documentation or identification is missing, expired, or insufficient. Final discretion regarding fueling operations rests solely with CCA, and no obligation to perform fueling arises absent full procedural compliance.
In the event of circumstances beyond CCA’s control, CCA shall not be held liable for any delay or failure to perform fueling operations. Such force majeure events include but are not limited to acts of God (e.g., lightning, flood, hail, or natural disasters), mechanical breakdown of fueling systems, regional or supplier fuel shortages, labor disputes, government-imposed restrictions, cyber incidents, power outages, or acts of war or terrorism. During such interruptions, Users agree to hold harmless CCA, its personnel, and authorized agents for any loss or inconvenience, including missed flight schedules or resulting financial consequences. This Force Majeure clause shall survive the cessation of fueling services and apply regardless of prior fueling history or reliance.
Indemnification and Liability Waiver
All Users of KVHN—including, without limitation, pilots, aircraft owners, passengers, vendors, contractors, service personnel, or any other individuals accessing or using KVHN facilities—expressly agree to defend, indemnify, and hold harmless CCA, Culberson County, and their respective officers, employees, agents, contractors, successors, and assigns (collectively, the “Indemnified Parties”) from and against any and all claims, liabilities, causes of action, costs, fines, judgments, or losses arising out of or in connection with the User’s activities, conduct, or operations on or involving KVHN property.
This indemnity obligation includes responsibility for any incidents involving bodily injury, death, or property damage that occur in whole or in part due to the User’s presence or activities at the Airport. This includes, but is not limited to, the actions of the User’s employees, agents, guests, passengers, crew members, contractors, or invitees. The User shall also indemnify and hold harmless CCA for liabilities resulting from any environmental damage, including hazardous material release, fuel or chemical spills, or fire, whether caused directly or indirectly by the User’s aircraft, equipment, personnel, or operational negligence.
Furthermore, Users are obligated to defend and reimburse CCA against any regulatory enforcement actions, civil litigation, administrative penalties, or tort-based claims that may arise from violations of law, noncompliance with applicable FAA or environmental regulations, or negligent acts or omissions on the part of the User. In all such matters, the User agrees to cover all resulting costs, including attorney’s fees, fines, settlement amounts, and court-awarded damages.
To the fullest extent permitted under applicable law, each User voluntarily and irrevocably waives any and all claims—whether in contract, tort, equity, or statute—against CCA and the Indemnified Parties for damages, losses, injuries, or liabilities, unless such damages are the result of proven gross negligence or intentional misconduct committed solely by CCA personnel. Any such exception must be substantiated by clear and convincing evidence and adjudicated by a court of competent jurisdiction.
Users agree and acknowledge that CCA shall not be liable for any incidental, indirect, punitive, special, or consequential damages, regardless of foreseeability or advisement, including but not limited to loss of profits, business interruption, reputational harm, or emotional distress. Any damage to airport infrastructure—including signage, lighting systems, security installations, or operational equipment—attributable to the User’s conduct shall be corrected at the User’s sole expense. CCA may seek reimbursement through direct invoicing, formal demand, or legal proceedings.
The indemnification and waiver provisions outlined in this Section shall survive any termination of services, cessation of operations, or physical departure from the premises by the User. These obligations are cumulative and in addition to all other rights or remedies afforded by law or equity. Failure by CCA to enforce any portion of this Section shall not be construed as a waiver of future enforcement or a relinquishment of rights.
Intellectual Property and Copyright
All content, materials, signage, systems, and visual or audio media distributed, published, displayed, or otherwise hosted by CCA—whether through its website, digital infrastructure, or physical installations—constitute the exclusive intellectual property of CCA or its authorized licensors. These works are protected under United States copyright law, federal trademark statutes, and relevant international conventions, and their use is strictly regulated to prevent unauthorized reproduction or exploitation.
The scope of protected materials includes, but is not limited to, CCA logos, corporate branding, custom graphics, signage, multimedia assets, schematics, aircraft servicing documentation, software code, and all layouts or content displayed within dashboards and user interfaces. Any use, reproduction, or derivative application of such materials—regardless of form—requires express prior written approval from an authorized officer of CCA. This protection extends to both the digital and physical environment of KVHN.
Users are prohibited from copying, modifying, republishing, framing, mirroring, scraping, hosting, or otherwise reusing any proprietary content for commercial, promotional, or public purposes without prior authorization. The use of any CCA trademark, logo, or branding element in a manner likely to cause confusion, suggest endorsement, or dilute brand distinctiveness is similarly prohibited. Unauthorized filming, video recording, photography, or visual capture of Airport signage, staff operations, infrastructure, or services—whether for commercial, cinematic, journalistic, documentary, simulation, or instructional purposes—is expressly forbidden unless the User has entered into a formal, executed media or filming agreement with CCA.
Notwithstanding these restrictions, CCA grants each User a non-exclusive, revocable, and non-transferable license to access and utilize the CCA website and associated digital tools strictly for non-commercial, aviation-related purposes. This license does not extend to the reproduction, republication, public display, or redistribution of content beyond its intended, permitted use.
Any unauthorized use or misappropriation of CCA’s intellectual property constitutes a material breach of these Terms and may trigger legal enforcement. CCA reserves the right to revoke access, seek monetary damages, and obtain injunctive relief against violators. Suspected acts of copyright or trademark infringement may be reported to CCA’s legal department and addressed through enforcement mechanisms such as takedown notices under the Digital Millennium Copyright Act (DMCA) or other statutory remedies. All intellectual property rights not expressly granted in this section are reserved in full by Culberson County Aviation.
Term and Modification
These Terms and Conditions of Use become immediately effective and legally binding upon a User’s entry onto KVHN property, submission of a service request, or interaction with CCA’s website, systems, or digital platforms. Entry includes any physical presence on the premises of KVHN, such as runways, taxiways, aprons, hangars, terminal buildings, or associated areas under CCA’s operational management. Engagement through service requests—whether for fueling, hangar occupancy, concierge support, or any form of logistical coordination—also triggers enforceability. Likewise, any access to or interaction with CCA’s digital portals, proprietary software, or online systems constitutes acceptance of these Terms in full.
Users expressly acknowledge that no written signature or executed agreement is required to establish a binding relationship. These Terms are enforceable under statutes including the Uniform Electronic Transactions Act (UETA), the Texas Uniform Commercial Code, and federal aviation guidance pertaining to contractual relationships with fixed-base operators.
CCA reserves the exclusive right to amend, modify, supplement, or revise these Terms at any time, without prior notice to individual Users. All modifications shall take immediate effect upon either publication to the official CCA website or physical posting in a conspicuous location on KVHN property. Users are solely responsible for reviewing and staying informed about the most current version of these Terms. Continued use of CCA services, systems, or property after any updates shall constitute irrevocable acceptance of the revised Terms.
These Terms remain continuously in effect throughout the User’s engagement with CCA, and each instance of reentry, login, or service request renews and reaffirms the binding nature of these Terms. No oral statements, informal discussions, or unsigned communications may override or amend these provisions. Any valid modification must be executed in writing by an authorized officer of CCA. Digital activity, such as logins or service usage, shall be deemed a sufficient manifestation of assent under Texas contract law and related authorities.
Governing Law and Dispute Resolution
These Terms is governed exclusively by the internal laws of the State of Texas, without regard to its conflict-of-law rules or doctrines. Any controversy, dispute, or claim arising out of or relating to these Terms—including those pertaining to the use of KVHN facilities, CCA-managed services, or digital systems—shall be resolved solely and conclusively through binding arbitration.
All arbitration proceedings shall be administered by the American Arbitration Association (AAA) under its Commercial Arbitration Rules and shall take place in Culberson County, Texas. The matter shall be decided by a single arbitrator possessing demonstrated expertise in aviation law, commercial contracts, or public-private infrastructure agreements. The arbitration shall be confidential and closed to the public. Each party shall bear its own legal costs and attorney’s fees unless otherwise specified in the final written award.
The arbitrator must render a decision—including detailed factual findings and legal conclusions—within thirty (30) days following the close of the hearing. The resulting award may be entered as a final judgment in any court of competent jurisdiction.
By agreeing to these Terms, Users knowingly, voluntarily, and irrevocably waive their rights to trial by jury, participation in class actions, and consolidation of claims with other parties. All claims must be brought individually by the affected User. This arbitration requirement shall survive the termination or expiration of these Terms.
Nothing in this Section precludes CCA from seeking injunctive relief or emergency legal intervention in a court of competent jurisdiction. Such equitable actions may be initiated to prevent unauthorized access or trespass, enforce intellectual property rights, or mitigate imminent harm or violations of confidentiality. These exceptions do not limit the overall enforceability of the arbitration provisions herein.
Severability and Non-Waiver
In the event any provision, clause, phrase, or section of these Terms is determined by a court of competent jurisdiction or an arbitrator to be invalid, unlawful, void, or otherwise unenforceable for any reason, such determination shall not affect the validity or enforceability of the remaining provisions. The remaining sections shall continue in full force and effect and be construed to give maximum lawful effect to the original intent of these Terms.
The parties expressly agree that, where necessary, any invalid or unenforceable provision shall be replaced with a valid and enforceable term that most closely reflects the commercial intent and legal purpose of the original provision. These Terms is to be interpreted and enforced as a cohesive, integrated document, and severability shall be applied to preserve its enforceability to the maximum extent permitted by law.
No delay, omission, or failure by CCA to exercise any right, power, or remedy under these Terms shall operate as a waiver thereof. No waiver of any breach or default shall be deemed to be a waiver of any preceding or subsequent breach. All waivers must be in writing and signed by an authorized representative of CCA to be effective. The User acknowledges that these Terms are enforceable under the Uniform Electronic Transactions Act (UETA), the Texas Business and Commerce Code, and applicable case law addressing implied and clickwrap contracts.
All rights, powers, and remedies provided under these Terms are cumulative, and CCA may pursue one or more simultaneously or successively, without prejudice to any other right or remedy it may have under law, equity, or contract.
Entire Terms and Conditions
These Terms and Conditions of Use constitute the full and final understanding between CCA and any User accessing, utilizing, or otherwise engaging with the facilities, services, digital platforms, systems, or premises under CCA's operational control at KVHN. These Terms supersedes all prior or contemporaneous negotiations, oral representations, informal assurances, email communications, or implied arrangements—whether express or implied, written or unwritten.
No representation, promise, or warranty made outside the text of these Terms shall bind CCA unless specifically incorporated by written amendment signed by a duly authorized officer. No verbal statement, employee comment, or contractor remark shall be construed as modifying any term of these Terms or creating enforceable reliance. The User expressly acknowledges that reliance on non-written communications is unreasonable in light of the formal nature of these Terms.
By entering the Airport premises, requesting or receiving services, or accessing any CCA-managed website or system, the User affirms their understanding of and agreement to the entirety of these Terms. Any continued use or re-entry onto KVHN grounds following any period of absence shall constitute reaffirmation of these Terms. In the event of any contradiction between these Terms and other materials not signed by CCA, these Terms shall control exclusively.
Any ambiguity or omission shall be resolved to preserve enforceability, uphold CCA's operational interests, and maintain legal integrity. All rights not expressly granted herein are reserved exclusively to CCA. These Terms shall be binding upon all Users regardless of the nature, duration, or frequency of their interactions with CCA or KVHN.
