With targeted investment, new infrastructure, and expanded capabilities, our mission is to transform KVHN from a reactive airfield into a proactive aviation hub—designed to serve today’s operators and tomorrow’s regional growth.
This transformation is not speculative—it is active and forthcoming, with key construction phases scheduled to begin later in 2025.
New FBO Terminal Facility
Designed for service, safety, and operational excellence.
KVHN’s forthcoming Fixed-Base Operator Terminal will be constructed from the ground up to meet the functional demands of a high-performing general aviation facility. The new building will include a modern pilot lounge, briefing and dispatch space, executive passenger areas, conference and crew rooms, flight planning tools, and integrated back-office infrastructure.
The design will reflect the simplicity and durability of the West Texas region while delivering a hospitality-forward experience. It will incorporate energy-efficient systems, secure access points, and dedicated space to support customs-on-request operations. This facility will enable the airport to properly serve charter travelers, government operations, and corporate flight departments with professionalism and predictability.
Construction of the FBO terminal is scheduled to begin in late 2025, following final civil engineering, contractor engagement, and regulatory review.
New Hangar Development
Aircraft shelter designed for expansion and long-term lease flexibility.
The redevelopment includes the phased construction of enclosed hangar facilities to support light and mid-sized aircraft, with future expansion potential for maintenance-capable or specialized aviation tenants. These hangars will feature direct apron access, lighting, controlled entry, and lease structures suited to both private and institutional operators.
Initial construction is targeted to coincide with FBO terminal development later in 2025. Hangar space will be available for overnight storage, monthly lease, or long-term positioning for fleet users and public-sector partners.

Runway and Airfield Reconstruction
Strengthening the foundation of safe, high-reliability operations.
Culberson County Aviation is implementing airfield upgrades to restore and modernize the operational core of KVHN. This includes targeted reconstruction of Runways 03/21 and 07/25, improved grading and drainage systems, corrected markings and lighting layouts, and expansion of clear zones and safety areas.
The goal of this phase is to ensure KVHN meets and exceeds FAA-recommended standards for general aviation and charter-class aircraft. These improvements are necessary to reduce operational risk, accommodate a wider range of aircraft types, and support high-frequency or critical-response traffic.
Runway and airfield enhancement activity is scheduled to begin in late 2025, with detailed engineering assessments and procurement activities taking place in the months prior.
